In older version of windows, both 'shutdown ' did exactly the same thing in terms of shutting down process.

But,

What After windows 8.1 update?

Windows introduced fast boot

By default windows 10 enables the fast startup options when a user click s shut down.


Shut down:

All files and programs shut down.

Windows kernel is still running for next fast boot.


Restart:

Windows kernel also restarts.


That's create your snapshot and revokes it again HIBERFIL.SYS file


So if you have any problem or any errors this return exactly same again.


When you're installing new software, games or 

Hardware you're going to needs to restart your computer.


This will ahut off all so that the kernel can be reestablished with the new software or hardware in consideration.


Restart your device at least once a week is good habit..
